Why does Europe have no AI giants?

Mostly money and compute: American private AI investment ran about fourteen times Europe’s in 2025. The talent is European often enough – the scale isn’t.

This is the newest chapter of an old story, except faster, and with higher stakes.

Start with what Europe did invent

DeepMind – for a decade the most admired AI lab on Earth – was founded in London and sold to Google for a price that today looks like a typo. Several authors of the transformer paper, the architecture under every modern model, came through European universities. Walk the halls of OpenAI or Anthropic and you will hear French, German, Polish. Europe is not short of the people.

And it is not entirely short of companies. Mistral, founded in Paris in 2023, reached a roughly €20 billion valuation and ships genuinely frontier models. Europe’s problem is that Mistral is a list of one, competing with half a dozen American labs that each spend more in a year than Mistral has raised in its lifetime.

The two gaps that decide it

Money. Stanford’s AI Index counted about $286 billion of US private AI investment in 2025 against roughly $21 billion in the EU – fourteen to one. This is the capital-markets story at its most extreme: the deepest equity pool on Earth funding the most capital-hungry technology in history, against a continent whose savings sleep in bank accounts.

Compute. Frontier AI is, physically, data centers – chips, power, cooling. The overwhelming majority of frontier training compute is American; the chips are designed in America (on licenses from Europe’s ARM, a familiar irony) and increasingly built for American buyers first. Compute follows capital, and cheap energy follows geology and grids – a second and third American advantage stacked on the first.

The regulation question

Did the AI Act cause this? No – the investment gap predates it by a decade. Does it help? Also no: high-risk obligations arriving from August 2026 add compliance weight that lands hardest on the small European labs it wasn’t aimed at. The fair statement: regulation is a real headwind on a plane that was already underpowered.

What would change the odds

The EU’s answer so far – the InvestAI program, around €200 billion including shared “AI gigafactories” – is the right shape and an order of magnitude smaller than the private flows it competes with. What would actually move the needle is structural: pension capital flowing into equity, one market where an AI product launches continent-wide on day one, and compute bought at the scale only a continent can buy.

Notice, once again, the shape of every lever. Nothing on the list can be done by France, Germany or Sweden alone. AI is the first technology whose entry ticket is priced explicitly in continental units – and Europe’s choice is to pay it together or not at all.
